Central Eastside Residential and Business Parking Permits
Parking Permit Year 2023 - 2024 (Updated Information)
Zone G and N moved to online system. With the new online system, say goodbye to paper permits and paper applications. Instead, you can apply, submit verification, pay, and manage permit(s) digitally. The system uses license plate numbers as virtual permits.
Zone N permits are being phased out; see "Zone N Split from Zone G” section below. Only residents and businesses who bought zone N permits in 2019 and/or 2020 are eligible to apply for Zone N permit(s). The number of permits you are eligible to purchase is capped at what was purchased in 2019.
Visit our website here to apply for parking permits (opened on March 15, 2021). Zone G and N offer the following permits:
- Resident permits are $377.50 per permit. Discounted residential parking permits are $75 with financial hardship or reduced income.
- Business permits are $377.50 per permit. May purchase up to 70% FTE. Permits are prorated if purchased at 6 months or more into the year.
- Daily guest permits are purchased in groups of 10 at $15 each, with up to 100 days allowed per address.
Discounted Parking Permits
Residents may qualify for a $82.50 annual parking permit in the Central Eastside for the following reasons:
- Financial hardship
- Reduced income
When you submit a 2023-2024 permit application here, please upload a copy of one of the following qualifying documents:
- Home Forward subsidized rent for
- Housing and Urban Development (HUD) subsidized form
- Social Security Disability award letter
- Supplemental Nutrition Assistance Program (SNAP) award letter
- Oregon Health Plan notice
- Dependents who qualify for Free or Reduced Lunch programs
Zone N Split from Zone G
On-street parking in the Central Eastside Industrial District (CEID) is limited. With the adoption of the Central Eastside Industrial Parking Management Plan (2012) there are restrictions to Zone G and N permit parking.
Residents and businesses use permits to park throughout the CEID. In mid-2015 the Transportation Parking Advisory Committee (TPAC) recommended prioritizing users based on land use and the district was divided into two zones. The first zone, Zone G, which is zoned industrial, would continue to offer permits only to residents and businesses, maintaining priority parking for employees. The other zone, Zone N, is zoned central employment and prioritizes parking for customers and visitors by limiting new permits.
In May 2015 occupancy data showed high parking utilization, leading to the Zone N permit program being phased out. As new development continues within the district, the demand for parking increases.
Permits in Zone N may only be purchased for residents and employers that bought permits in 2019 and/or 2020. Prior to 2019, if a permit was not renewed, the applicant was not eligible for a future permit. Due to the pandemic, 2021 Zone N permits do not need to be purchased in order to purchase permits in 2023.
Visiting and parking in the Central Eastside
On-street parking in the Central Eastside is either metered (paid and time limit), time limit (free and time limit), or permit parking (free and 2 hour time limit for non-permit holders). Please check the parking signs where you park to determine how long you can stay and if you have to pay.

The Transportation Wallet
There are many ways to get a Transportation Wallet!
The Transportation Wallet is a program that offers passes and credits for use on transit, bike-share, e-scooters, and car-share in one package, giving people many choices on how to get around. The program helps reduce traffic and congestion on our roadways and reduces on-street parking demand. Qualified residents and employees can purchase a Transportation Wallet for $99. Residents and employers who want trade in parking permits can get FREE Transportation Wallets. People living on low incomes are also eligible for a FREE Transportation Wallet. One Wallet per person per calendar year. Restrictions apply.
Central Eastside Transportation and Parking Advisory Committee
Central Eastside Industrial Council's (CEIC) Transportation and Parking Advisory Committee's (TPAC)subcommittee is tasked with resolving current parking issues in the district while creating a system for proactive parking management on an ongoing basis. The subcommittee meets on the 4th Wednesday of the month from 4:00 - 5:30 p.m. at the PCC Climb Center room 102 - 1626 SE Water Ave. Members of the public are invited to attend and provide public comment. Central Eastside Parking Plans and Background Information
The Central Eastside Industrial District (CEID) is growing. Its historic uses of warehousing and heavy manufacturing are being joined by new and emerging creative technologies, regional retail attractions, food and entertainment establishments and educational facilities.
Parking is an issue affecting the continued economic success and vitality of the CEID. With an existing shortage of both on-street and off-street parking, the district is challenged to meet the future parking demands of additional employees and customers.
District Parking Plan
Beginning in 2010, a stakeholder advisory committee representing central eastside property owners, business owners, public institutions and adjacent neighborhoods worked with the Portland Bureau of Transportation to develop an action plan to improve parking within the Central Eastside Industrial District (CEID). The Central Eastside Industrial Council (CEIC) was instrumental to this effort and was represented on the stakeholder committee by several of its elected officers.
The result is a comprehensive parking management plan that better matches up parking supply and demand in the district. In June 2012, the Portland City Council adopted the recommendations of the stakeholder advisory committee and directed the Transportation Bureau to begin implementing the initial actions to improve parking.

Priority for Parking
The Central Eastside Industrial District is made up of two different land use types: Industrial and Employment. The Transportation Parking Advisory Committee (TPAC) recognized that people park in the different land use areas for different reasons. In order to help more people find parking while supporting the economic vitality of each land use, the subcommittee determined different priority users for each area. This way, employees can find parking in the industrial areas while customers and visitors can find parking in the employment areas.
