Apply for a brownfield cleanup loan

We offer flexible loans for eligible properties to perform environmental cleanup. Nonprofit organizations may be able to access these funds as grants. Receiving a brownfield cleanup loan is a lengthy process. Please contact our office for details about eligibility and requirements.

We offer financial assistance for eligible properties to receive environmental site assessment reports. Projects must demonstrate financial need and community benefit. Please give us a call to find out if your project is eligible. Applications are accepted on a rolling basis.

Apply for a Community Watershed Stewardship Program grant

If you have a project that benefits your community and the environment, you can apply for a Community Watershed Stewardship Program (CWSP) grant of up to $12,000. The two-page pre-application for projects is due by 4 p.m. on the first Friday of February each year.

To get a 1200-Z or 1200-A general NPDES stormwater discharge permit for an industrial site in City limits, start here. We receive and process applications for general stormwater permits. The City is the authorized agent for the Oregon Department of Environmental Quality (DEQ).

Apply for a native plant mini-grant

Mini-grants are available from the Community Watershed Stewardship Program (CWSP). These grants provide gift certificates for native plants that benefit the watershed. If you bought and planted a yard tree between September 1 and April 30, you may be eligible for a Treebate. The Treebate is a one-time rebate on your City of Portland sewer/stormwater/water utility bill for planting a tree.

Apply for sewer connection loans

If you received a required connection notice from the City that you need to correct your sewer connection, then you can apply for a sewer loan. Loans are available for City fees and plumbing costs. Environmental Services is the contact for all sewer connection loans.

Register as a volunteer Green Street steward and help take care of Green Streets in your neighborhood. It takes only a few minutes to sign up and find available Green Streets to adopt. Thank you for helping us keep our rivers and streams clean.

Bill adjustment due to water leak

Customers may qualify for bill adjustments when property-side leaks impact utility bills. Customers may request adjustments after leaks have been repaired. A City staff person will check the water meter to verify that the leak has been fixed.

Your company may need a permit or other authorization to discharge wastewater into City sewers. To find out, first complete this environmental survey. We will review your completed survey and notify you if your company requires authorization or permit.

Engineering or construction service fee statement

The fee statement request (W-6) form is for projects that will require public water system work. The Water Bureau will give an estimate of our cost to provide the requested service to the site.

Our green street planters can get clogged, littered with trash, or need maintenance. If you notice a problem with a green street planter, please notify us. We welcome your help in keeping our rivers and streams clean.

If you disagree with a decision you've received from the Bureau of Environmental Services, such as a enforcement notice or assessment, you may request an administrative review unless it is non-reviewable. In most cases, you have 20 business days after your notice was mailed to submit a request.

If your upcoming construction project manages stormwater runoff, it may qualify for green funds. We accept applications on May 1 and November 1 of each year. Request an application by contacting Environmental Services.
