Appeal a City decision (other than a tow of a vehicle)

File an appeal with the City Auditor's Hearings Office to challenge an administrative decision made by the City of Portland. Examples of the types of cases: park exclusions, private for-hire permit denial or suspension, water or sewer billing

Apply for a Community Watershed Stewardship Program grant

If you have a project that benefits your community and the environment, you can apply for a Community Watershed Stewardship Program (CWSP) grant of up to $12,000. The two-page pre-application for projects is due by 4 p.m. on the first Friday of February each year.

Apply for special event liability insurance/TULIP

Users of City property must show proof of insurance for certain events. An option to purchase Tenants User Liability Insurance Program (TULIP) through the City is available: meets City requirements, liability and property damage, cost effective, liquor liability optional, covers most events.

Make a complaint about a City bureau or office

The Ombudsman is your Rose City watchdog. We are here to make sure City government treats Portland residents and businesses fairly. We investigate complaints and identify ways to resolve them. As part of the City Auditor’s Office, we’re independent and impartial.
