Portland Parks Golf has been meeting the recreation and golf needs of the Portland community since 1918, while also having a long history of holding various high-profile golf events and tournaments. We are the only municipality in the country to have hosted four USGA national championships, and we have played host to a number of events.
In fiscal year 2023, over 279,000 rounds were played on Portland Parks Golf courses. We are proud to offer lessons by trained golf professionals, meeting and hospitality facilities, and public and private events and tournaments at each of our properties.
Portland Parks Golf is an enterprise fund. It covers its operating costs with user fees paid by public golfers and no tax dollars. Revenue made in excess of costs are placed in the golf fund. The reserve in the golf fund helps mitigate negative impacts to revenue, like poor weather, and for future capital projects.
Forty full-time and part-time City employees maintain the five Portland Parks Golf courses. An additional 260 people work for the clubhouse concessionaires in the pro shops, restaurants, and driving ranges.
Please note that dogs should not be brought onto Portland Parks Golf courses.
Golf Advisory Committee
A volunteer Golf Advisory Committee advises the Parks Director and Commissioner on golf program-related matters.
Objectives of the Golf Advisory Committee's work include the golf program’s strategic plan, operating budget and capital improvement projects, concession sales, management and lease contracts and proposals, marketing of the system, attracting more participants, and any other matter that furthers the public interest toward the development and operation of one of the best municipal golf systems in the country.
Portland Parks Golf is now seeking new members for the Golf Advisory Committee. Application deadline is Friday, September 22, 2023.
The EAGLE Caddie Program
The EAGLE Caddie Program (Early Adventures in Golf for a Lifetime of Enjoyment) is a unique internship program that is a cooperative venture between Portland Parks & Recreation (PP&R), The Western Golf Association Evans Scholars Foundation, and public and private high schools located within the city of Portland. Qualified students are paid an hourly wage, receive work credit hours, and have a mentor who monitors their progress. In addition, scholarship opportunities are available from their involvement in our program.

Environmental Stewardship
Portland’s golf courses play a crucial role in achieving the City’s Climate Action Plan by delivering ecosystem services, such as improving air and water quality, providing wildlife habitat, and managing stormwater. The open space provided by the golf courses host a diverse range of native species, from great blue herons and salmon to native grasses and legacy trees.
Portland’s public golf courses, covering over 800 acres of green space within our metro area, serve to filter and absorb a vast amount of stormwater, which mitigates local impacts from climate change.
All Portland Parks Golf courses are Salmon-Safe certified, meaning they achieve strict standards to protect the health of our City’s watersheds and restore salmon habitat. Learn more at salmonsafe.org.
Both Heron Lakes and Eastmoreland golf courses are certified Audubon Cooperative Sanctuaries, enhancing the important urban wildlife habitats that golf courses provide. Learn more at auduboninternational.org/acsp-for-golf.
In the spring of 2020, each golf course will host a honey-bee colony, promoting pollination. The first pollinator patches seeded at Heron Lakes are a collaborative project with Oregon State University.
Portland Parks Golf includes maintenance practices include the innovative Greenway Program, that when fully implemented, can reduce chemical inputs by as much as 75%.
All courses follow PP&R Integrated Pest Management Program and City of Portland Urban Forestry best practices.
Heron Lakes was named in honor of the great blue heron rookery that still thrives on-site after over 35 years.

- The Rose City Golf Course clubhouse, built in 1932, is on the National Historic Registry.
- Eastmoreland offers a free small bucket of balls at the driving range for all youth 17 and under - available every day before 9:00am.
- Portland Parks Golf banquet rooms serve as venues for all occasions for our diverse Portland community.
- Portland Parks Golf partners with First Tee - Greater Portland and Leisure Hour Junior Golf Program, providing space for youth development and golf programming.
- Portland Parks Golf is a proud supporter of Youth on Course, a subsidy-based program that gives youth the opportunity to golf for $5.

Golf Programs for Older Adults
Portland Parks Golf provides a great recreation opportunity for adults ages 65 and up. We offer reduced rates for ages 65 to 84 and FREE golf for ages 85 and older. To access rates, please present a valid ID.
