Make a complaint about a City bureau or office

The Ombudsman is your Rose City watchdog. We are here to make sure City government treats Portland residents and businesses fairly. We investigate complaints and identify ways to resolve them. As part of the City Auditor’s Office, we’re independent and impartial.

Filing a complaint takes 10-20 minutes to complete.

Make a complaint by phone

Callers will speak directly with an Ombudsman team member who will take down the details of your complaint.

Attach any documents you would like to include with your complaint.

Visit the Ombudsman's Office in room 310 on the third floor of Portland's City Hall. You may also mail your complaint to the address below.
