Appeal a City decision (other than a tow of a vehicle)

File an appeal with the City Auditor's Hearings Office to challenge an administrative decision made by the City of Portland. Examples of the types of cases: park exclusions, private for-hire permit denial or suspension, water or sewer billing

Apply for a Treebate

If you bought and planted a yard tree between September 1 and April 30, you may be eligible for a Treebate. The Treebate is a one-time rebate on your City of Portland sewer/stormwater/water utility bill for planting a tree.

Register for Clean River Rewards

If the rain that runs off your roof, driveway, or parking lot safely soaks into the ground on your property instead of running into the storm drain or street, you may be eligible to receive a discount on your water/sewer/stormwater bill. Register for the Clean River Rewards program here.

Request an administrative review

If you disagree with a decision you've received from the Bureau of Environmental Services, such as a enforcement notice or assessment, you may request an administrative review unless it is non-reviewable. In most cases, you have 20 business days after your notice was mailed to submit a request.

Bill adjustment due to water leak

Customers may qualify for bill adjustments when property-side leaks impact utility bills. Customers may request adjustments after leaks have been repaired. A City staff person will check the water meter to verify that the leak has been fixed.
