City Council adopts the Fossil Fuel Terminal Zoning Amendments ordinance
City Council voted to adopt the Fossil Fuel Terminal Zoning Amendments ordinance on December 18, 2019.
The Portland City Council recently adopted the Fossil Fuel Terminal Zoning Amendments ordinance (Ordinance #189807) on December 18, 2019, which became effective on December 18, 2019.
Pursuant to ORS 197.615, notice of adoption of a Post Acknowledgement Plan Amendment for the project was filed with the Oregon Department of Land Conservation and Development on January 6, 2020.

The City Council's decision is the City’s final decision. This decision can be appealed to the Oregon Land Use Board of Appeals (LUBA) by filing a Notice of Intent to Appeal with LUBA within 21 days of the date of this notice, as specified in the Oregon Revised Statute (ORS) 197.830(9). Among other things, ORS 197.830 requires that a petitioner at LUBA must have appeared orally or in writing during the City’s proceedings on this land review. Per ORS 197.830(9), copies of the notice of intent to appeal shall be served upon the City. The notice shall be served and filed in the form and manner prescribed by rule of the board and shall be accompanied by a filing fee of $200 and a deposit for costs to be established by the board.
