The public comment period for the Draft Guiding Principles will now be open through Sunday, April 5 at 11:59 p.m.
Introduction
The PCEF Committee, supported by City staff, is developing the PCEF grant program guidelines, processes, and evaluation criteria leading up to the release of the initial request for proposal (RFP) for the first $6 - 8M of funding. A new set of draft guiding principles build on the language in the legislation passed by voters in November 2018.
Please note that:
Guiding principles are not intended to restate the City code.
One principle is not more important than another; they all work together.
Principles should reflect community values for how the program should be implemented.
These guiding principles encompass a set of common values to guide the design and implementation of the PCEF program. Future decisions will be checked against these guiding principles to ensure they align with the vision of the PCEF Committee and the community.
While the PCEF Committee and staff welcome public input at any time, the public comment period on these draft guiding principles is open for a limited time.

Draft Guiding Principles
These Draft Guiding Principles describe the values by which the PCEF program will be designed and implemented to ensure that the City of Portland’s Climate Action Plan is implemented with urgency and supports social, economic, and environmental benefits for all Portlanders.
The Portland Clean Energy Community Benefits Fund will be:
- Justice-driven. Promote systems change that addresses historic and current discrimination. Center all disadvantaged and marginalized groups – particularly Black and indigenous people.
- Accountable. Implement a transparent funding and oversight process that promotes continuous learning and improvement. Demonstrate achievement of equitable social, economic, and environmental benefit. Remain accountable to target beneficiaries, grantees, and all Portlanders.
- Community-powered. Trust community knowledge, experience, innovation, and leadership. Honor and build on existing work and partnerships. Engage with and fund in community-driven approaches that acknowledge and enhance community power to create meaningful change.
- Focused on local co-benefits. Invest in people, places, and processes that build climate resilience and community wealth, foster healthy communities, and support regenerative systems. Avoid and mitigate displacement.

How will your input be used?
Staff will summarize public comments and discuss them with the PCEF Committee after April 5. Committee members may make a proposal to modify and approve the guiding principles at this meeting. Final guiding principles will inform all parts of the PCEF program, including development of grant-scoring criteria.
Next opportunity to provide input
Draft grant-scoring criteria will be available for public comment in May or June 2020.
