Director Bio

Tracy is a dedicated and compassionate human resources leader with 15+ year of experience, entrusted with the responsibility of overseeing the City of Portland's bureau of human resources. With a thoughtful approach, she strives to create an inclusive and supportive work environment for all employees. She is committed to fostering a positive workplace culture and feels deeply that every individual deserves to be treated with respect and dignity.

She is passionate about leveraging her expertise to develop and implement strategies that attract, retain, and develop top talent. By staying abreast of industry trends and best practices, Tracy continuously seeks to enhance the effectiveness of our HR programs and policies. Through collaboration and open communication, she aims to build strong relationships with employees and stakeholders, ensuring their voices are heard and valued.

What We Do 

The Bureau of Human Resources supports City employees by coordinating the daily operations of the workforce, recruiting and retaining staff members, and developing and implementing programs that will benefit the staff and City as a whole.

Recruitment

Attract, develop and sustain a diverse and talented workforce and disseminate the City’s brand as the employer of choice.

Design and administer medical, dental & vision plans, group life plans, supplemental term life insurance, deferred compensation and disability insurance.

Education & Training

Develop and implement training and coaching to strengthen employees' skills and the City’s workforce as a whole.

Payroll

Implement business processes to ensure the timely payment of City employees, while maintaining compliance with all laws and labor contracts.

Develop and manage the City’s classification and compensation plans and systems while supporting competitive wages.

Labor Relations

Administer labor contracts and develop and implement the City’s labor relations program.
