We are working hard to provide as much service as possible to the public during this current health emergency. Nearly all of our staff are teleworking, and we continue to assess our capabilities to provide permit intake, plan review and inspections. Customers should be prepared for limitations on some new permit intakes as well as a slowdown in review timelines. We ask for your patience as we continue to refine our procedures. We will keep this section of our website updated – please check back.

Having so many City employees suddenly working remotely has placed huge demands on our systems and processes. There is a temporary shortage of the two-factor authentication devices needed for City staff to remotely and securely access our permitting system. While this is temporarily limiting our ability to provide services efficiently, we are addressing the situation, with more devices on order. This technology issue is contributing to the challenges we are facing currently, through the week of March 23.

Starting on Monday, March 23, limited staff will be available for permit intake by appointment only (up to two cases per appointment) according to the priority process outlined below. Appointments consist of plan drop off only, not an in-person meeting with staff. Applicants will drop off a completed application along with all submittal materials during this appointment. Customers needing to schedule an appointment should call 503-823-7300 and leave a message. Calls will be returned as soon as possible. Again, this process may change in the near term.

ONLINE AND REMOTE ACCESS TO SERVICES

BDS offers convenient online services for our customers including Development Hub PDX where customers can apply and schedule inspections for simple trade permits and some urban forestry permits. Additionally, we are looking to expand the permits you can pay on DevHub in the coming weeks. BDS also offers a Remote Video Re-inspection service for simple on-site inspections involving minor corrections.

TRADE PERMITS (Mechanical, Plumbing, Electrical)

Trade Permits can be submitted as follows:

PERMIT INTAKE FOR WEEK OF MARCH 23

Intake Priority (Currently we are intaking Tier #1 and #2 only)

  1. Tier #1 – Hospitals and clinics; essential services such as heat; essential facilities such as the PDX terminal upgrades and BES wastewater treatment plant.
  2. Tier #2 – Wireless facilities; and submittals associated with projects that have an issued building permit and are under construction (this includes revisions, deferred submittals, and HVAC and electrical trade permits). This is to allow active job sites to continue to function and move these construction projects toward completion.
  3. Other new permit applications, including those for new single family residential, will not be accepted during the week of March 23. During the week of March 23, we will assess capacity to take in and review other permit types for the week of March 30. Updates will be posted here by the prior Thursday. The true impact of the COVID-19 pandemic on the City’s staffing levels is unknown, so we are determining our work capacity one week at a time. All changes will be posted here, so please check back.

NOTE: For the week of March 23, it is especially important for the City to have the staffing capacity to quickly assist hospitals and clinics as they act now to prepare for an expected surge in the coming days and weeks. Also, as City staffing levels may be impacted by illness in the coming days and weeks, it is important to begin to clear the pipeline of permits associated with projects already under construction to head-off costly delays to those projects already underway.

CURRENT PERMIT PLAN REVIEW PRIORITIES FOR CITY STAFF

Permit Plan Review Priority (Review priority in this order)

  1. Tier #1 – Hospitals and clinics; essential services such as heat; essential facilities such as the PDX terminal upgrades and BES wastewater treatment plant.
  2. Tier #2 – Wireless facilities; and submittals associated with projects that have an issued building permit and are under construction (this includes revisions, deferred submittals, and HVAC and electrical trade permits). This is to allow active job sites to continue to function and move these construction projects toward completion.
  3. Tier #3 – Portland Housing Bureau affordable housing projects.
  4. Tier #4 – All other permits that are already in the pipeline, i.e., permits that have been submitted, taken in, and are under review.

  • To pick up “Approved to Issue” plans, please call 503-823-7357 and leave a message including your permit number/IVR and the first and last name of the person picking up the plans.
  • Plans can be picked up to take offsite and corrected. Please view www.PortlandMaps.com to ensure all reviews are complete, then call 503-823-7357 and leave a message, including your permit number/IVR and the first and last name of the person picking up the plans. Permits with reviews in progress cannot be checked out at this time.
  • Permitting Services is currently not accepting corrections to plans. Please check our website for changes to service levels. We will re-evaluate based on staffing levels for week of March 30.

PAYMENTS

Payments for trade and building permits can be made via the Development Hub PDX (online customer portal) or by calling 503-823-5161 between the hours of 8 a.m. to noon, and 1 to 3 p.m.

PBOT, BES, WATER AND URBAN FORESTRY PERMITS AND SERVICES

LAND USE SERVICES

  • Land Use Review applications and Final Plat Applications with fee payments (by check) can be mailed to 1900 SW 4th Avenue, Suite 5000, Portland, OR 97201.
  • Early Assistance and other Land Use Services applications can be emailed to BDSLUSTeamTech@portlandoregon.gov, or submitted by mail with a check. A Land Use Services technician will contact you with instructions for providing payment for emailed applications. Early assistance review will be provided in writing only until further notice. The following applications can be submitted via email:
    • All early assistance
    • Zoning verification maps (provide a copy of liquor license application and description of your cannabis business, your address, and contact info for questions)
    • Property Line Adjustments
    • Lot Confirmations
    • Zoning Confirmations Letters/Land Use Compatibility Statements

RESIDENTIAL PERMIT NIGHT

Residential Permit Night is suspended until further notice.

INSPECTIONS

Permit-related inspections will continue to be scheduled through the Interactive Voice Response (IVR) system. Please call 503-823-7000 to schedule an inspection. We are conducting some inspections remotely using Skype.

NOTE: If there is anyone exhibiting signs of illness at the inspection site, we ask that customers wait to schedule their inspection until at least 72 hours after symptoms have passed.

FIR AND FPP PROGRAMS

Please work directly with your FIR or FPP inspectors regarding inspections requests and plan review processes.
