Over the past year, Bureau of Planning and Sustainability staff have been working with community-based organizations (CBOs) that are interested in utilizing their land – or supporting organizations with available land – to develop affordable housing. Funded by a grant from Metro, the “Expanding Opportunities for Affordable Housing” project was convened to help facilitate that process.
One of the project’s goals is identifying and addressing regulatory barriers to the development of affordable housing by CBOs, particularly those that are conditional uses on residentially zoned land. The proposed code changes amend the conditional use chapter of the zoning code (33.815), to streamline the development of housing on conditional use sites. Additionally, there are proposed changes to the Comprehensive Plan maps and Zoning maps for a small number of sites.

With the release of these Zoning Code and Map changes in the Proposed Draft, we invite you to submit testimony to the Planning and Sustainability Commission (PSC).
The Discussion Draft was the first opportunity for the public to review and comment on the proposal. Staff received over 40 email and written comments in support of the changes. Community members are invited to review the Proposed Draft and provide testimony until February 11, when there will be public hearing before the Planning and Sustainability Commission (PSC). You may testify at the hearing; members of the public are allowed 2 minutes to speak.

- Staff will brief the Planning and Sustainability Commission on the Proposed Draft at the PSC meeting on January 14, 2020 at 12:30 pm. (There will not be opportunities for public comment at the briefing.)
